It helps your body recover gradually. It also helps the lactate diminish. That will happen anyway but it's quicker with a cool down. You can stop right after but a lot of times you feel like shit. Gradually lowering your rate is the better call. The longer and harder your run then the cool down is usually longer as well.

from what I've heard it keeps blood flowing and lets muscles release/get rid of some extra lactic acid, making for less soreness. and sort of acts as a cool down stretch

I think it ramps down your heart rather than idling it right away
