Loads of different answers to this depending on how old you are and where you're from.

One suggestion is that it signals the end of mandatory military service.

Guys conscripted would complete their national service and on leaving boot camp were allowed to keep their boots (makes sense i mean what would the army want them back for ? 🤷)
As something of a metaphorical f-you, those leaving would toss them over the nearest telephone wire knowing it would give the camp a headache evertytime they had to remove them if phone lines started to go kaput !
Years and years ago it was rumored that shoes flung over a phone or electric wire were flags that drugs were available to buy close by.

Maybe it’s a seminar.
