If they're racist, sexist, mean to children, animals or the elderly. Constantly complaining but never trying to improve the situation they're complaining about despite tons of advice from well meaning people who go out of their way to help. Taking advantage of people, especially someone who is known to already be in a bad position themselves. Etc.
@Sutten Yes! That's it! We'd have curtains and table cloths that matched with flowers and nicknacks and stuff and everyone would have to show their passport at the door before they were allowed in, just in case some American spies were among us!
