The "over" orientation has always seemed to me to be unambiguously more convenient. The occasional sight of an "under" oriented roll confuses me. It's not something I'll get so fussed about as to have a heated argument, but I do think this is a question with a clearly correct answer.

The argument was decided for and over long ago. The pattern is on the front. If the paper were to go under, you would not see it and only a psycho would not know this. Case CLOSED

Under. Easy answer. The reason I didn't choose over because once the tissue rolled like that it gonna roll and fall on the floor.
