Nothing, he's ultimately a Colonizer, he comes from the blood of Colonizers, and being in league with Tяump proves his belief in the Ideology. It looks like the world was changing as he was growing up, and he feels he missed out on his opportunity to oppress people. It looks like he might feel this is his last shot and is taking full advantage of it.
I for one, hope he fails.

@Nimbus Actually the other end of town, but not to my knowledge. Except when his employees are shooting each other in the parking lot. It's a huge assembly plant -- originally built by GM; and then run by Toyota -- on a large site.
