Counting U.S. votes in Spain? Related to Questionable computer software?

Why the F are our votes (US votes) being counted in Spain? Correct me if I'm wrong, but I don't think we (Americans) count any European votes or any other nations' votes. Where in the H did the days go when there were dedicated facilities to count the votes and dedicated facilities to sort nuts, eggs, and soy products?
