If I was running for president I would be pushing for a 10% tax on everyone for every dollar you or your company or buisness makes. The only tax write off/s would be for mortgage interest and medical drugs. The collections would be used to reduce the national debt first then towards health care and college tuition. Once these things are paid for then that percentage would go down. If it proves not to be enough the percentage would go up.
