He has a lot of legal problems that he needs to steer the attention away from.

Because it was explained to him that the Democrats have absolutely no intention of working with him and in fact are going to spend the next 2 years haranguing him on everything and anything.

He is seizing the opportunity to fulfill his biggest campaign promise as this will probably be his last chance to do so until if/when he is re-elected. He's going to spend the next year on the defensive dodging tax and Russia inquiries.

Hmm. I think he does have something to lose, but I don't think this is actually mostly about making people suffer as much as not thinking their suffering is as important as other things.

This is about winning for Trump, or more precisely, appearing to win, to keep the support of his base and to show Republicans in Congress he's still Alpha dog by crushing Democrat resistance.

He could have secured the border with bipartisan support a long time ago, but he really doesn't care about the issues, any more than he cares about people suffering.
