I've not see other people masturbate voyeuristically but a *very* long time ago (when I was in my teens living with my late mum) saw neighbours getting it on in the bathroom. I didn't reall understand what they were doing though it just struck me as strange (odd thing I know, but my parents had divorced not many years before and childhood wasn't really pleasant).
Mum caught me watching, and I think that's one of the key moments that imprinted into me the feeling that sex and everything about it was something I wasn't allowed to explore, understand or enjoy. I never had girlfriends or any understanding of sex in my teens and didn't have any sex myself until mid-20's and even then for the early experiences it was a complete disaster.
