Pakistan being an islamic nation has people who are devout muslims who want to please their god by waging jihad on unbelievers.. The closest unbelievers to them are Hindus in neighboring India so they cross the border and carry out terrorist attacks because they believe by doing so they will secure for themselves eternity in paradise with their god..
As long as there are devout muslims and people who do not believe the quran there will be jihadist attacks and killings and while there are terrorist killing by jihadists there will always be wars sparked by these same attacks..

@NativePortlander1970 I don’t think it take much for the hostilities to start up between the two.
@cherokeepatti I have a former coworker in Delaware from India near the Kashmir region, his parents brought him and his siblings to the States under political asylum because when they were little kids the village next to them were massacred by muslims that lived on the other side of the border, this was in the late 70's. He said it's still a common occurance today.
