Are Americans smart or stupid?

Some are smart and some are stupid. I'm sure that's true of every nationality.

I've met smart ones. And I've met incredibly stupid ones. Like everywhere. Like others have said, you can't shut the stupid ones up so they tend to give an impression of dominance, just because they're noisy.

They're a bit below average and declining in IQ at present. Eighth graders can't do civics at all. So in some areas there is total absence of intelligence.
I bet they're number one in shooting accuracy.

There are a lot of Americans who are intelligent, educated and thoughtful. They tend to get drowned out by the mouthbreathers, though.

Depends on the person and how they got raised. Some are smart and some are in need for their heads to be screwed with information to be guided about what to do, because they are used to pleasing people.
