100% scam. Asking for a payment to release a larger sum is one of the most common scams. If someone wants to give you money you don't need to pay for it.

Of course it’s a scam. Anyone asking you to pay up front is waiting to rip you off. Generally if it sounds too good to be true, it is. 🙁

Don't do it. That's a version of the Nigerian Prince scam. Anytime somebody has money, but needs you to pay a fee up front, you will never see the money.
