Is that a scam???

Some guy told me he will send me money on paypal
Then he said I had to pay a fee lol
I was like too good to be true
So i said No!
Is that a scam or did i lose opportunity???

That's about as legit as that Nigerian princess that keeps telling me to send her money so she can escape with her money from her evil uncle holding her hostage in a camp where she oddly has unlimited email access.
