Serious answer? Because most of them are unemployed and have no insurance, and there are so many of them that they are bankrupting state Medicaid and welfare. There simply isn't enough money in the entire world to put them in an asylum and provide decent care for all of them.

We used to put them in padded rooms with jackets with really long sleeves.
