years ago the institutions they were housed in were found to be very abusive. As a medical student we had a rotation in one. I still have nightmares about the "snakepit." I still can't forget the sights and the smells!
A decision was made to de-institutionalize, but no one came up with the funding needed to adequately house them and treat them in ambulatory settings.
