The answer should be, in a democracy, the people.

Ironic that we are a Republic though. The watchers are only watched by their superiors, never the people, in a Republic.

Ask why there is the existence of the 10th and portions of the 14th amendments. That gives rights to concepts, instead of only people.

Ask why the electorial college even exists. Why do people need to be watched by representatives of the representatives. Who both are allowed to change their minds, without the approval of the people they represent.

Ask why the top 1% make more than the bottom 99% combined.

We are a Republic. With the top ruling the bottom.

There is no balance with the people even to say a democratic-Republic, where republic is modified by democracy.

Everything is totally lopsided towards Republic.

I've been reading, researching, analyzing and cross-referencing facts as far back as my Kindergarten days and still to this day, which in all probability, makes me one of the most natural-born fact checkers of my age that I know.

Facts are my life!

The public. They share all their sources and logic behind their conclusions after all, so everyone who reads fact checking reports can judge for themselves if it's accurate.

'Fact checkers' often use nuance or opinion and bias in support of whatever they want to influence in my opinion.
