Ladies why is it okay to...Why?

Ladies every time I see a woman walking her dog and I ask her is it okay to pet her dog and scratch its butt that the lady smiles and says yes.

BUT, when I ask a lady is it okay to pet her and scratch her Butt she screams call the police!
