A local social club used to hold them them at xmas. We once won a turkey and a ham joint!
Ive seen ones held at markets too where they give a free ticket with each purchase then they draw the raffle and a number of peeps get freebies.

@Starcrossed right. Beaver Dam, Wisconsin. Raw ground beef, sliced onion, slices of bread, and various condiments. I wouldn't eat it, but almost everyone else lined up!
