Make employers pay their staff better wages. Start having restaurants charge for water and raise prices on all menu items to make up for increasing wages

Yes. If a business truly cannot afford to pay market wages, it should not be subsidised by its customers, the taxpayer, etc. Wouldn't be tolerated in any other business. Strange how restaurants are always seen as a special exception.
