There are two types of color perception, pigment and light, they are quite different. Neither of which is time related.

No, because time itself does not exist, not even to create in our mind what appears to be our 'past'. Time is a man-made concept, no different than a carpenter's measuring tape is a man-made concept of measurement. All that exists in Eternity, only exists 'right now', this instant. The future does not exist nor does the past exist. Therefore, color has nothing to do with a man-made concept called 'time'.
