Every time I make a casserole it never f!@#$ing cooks!

You have a thermometer in it? One apartment I had the stove was 50 degrees off, luckily there was an old school thermometer in there - So I had to put it to 400 for 350.....

Are you using the same size casserole dish as recommended in the recipe? Are you preheating the oven completely before putting the dish in and keeping the oven door shut until cook time is up (like not opening it a ton to check on it)

I’m assuming yeah… Your oven may just not heat to temp properly.

How strange. It may need a bit longer to cook but shouldn't be cold. Is it hot inside the oven? Where is the rack placement?

I usually check at 30, but expect 50-90 depending on how thick.
