The burden of proof is with the IRS if they claim that you owe them. That puts you in a defendant position.....and a defendant is innocent until proven guilty under US law.
They need to prove that you owe them money.
What about all the money the IRS people owe. They work for the IRS and don't pay their taxes.

When dealing with the IRS, the burden of proof is always with you. And even then, they won't necessarily accept your proof.
As of September 2021 - 312,00 Federal employees owe 3.5 Billon (with a B) in Federal Taxes.
