Where does the burden of proof lie?

With them to show you do owe money, or with you to show that you don't?

The burden of proof is with the IRS if they claim that you owe them. That puts you in a defendant position.....and a defendant is innocent until proven guilty under US law.
They need to prove that you owe them money.
