I suspect the 'easiest' answer is while they're school age.
Parents are made responsible for their children especially ensuring they're ready for school each day they're there.
After that you're technically an adult (depending on what that actually means since if you're in America you're able to join the army and learn to kill folk at 18...but your own state won't let you buy a beer)and responsible for your own recognizance

@Picklebobble2 I have always found that odd; at 18 here you can vote, marry, buy property, own a gun, and as stated, serve in the military (Selective Services insists you register)—

i used to be sent to bed at 9 and i knew once i get older i'd be able to go to bed whenever i wanted.... turns out it's at 9. (if not earlier)

What teen is a good girl or boy and never stays online later than what's good for them?
When I was young we had nothing to do on our phones unless someone called or texted. We had a timer when the internet connection shut off since we could stay up on our computers.
But you have your phone in to bed with you and it's a mini computer and you can easily distract yourself FOR HOURS
So 18.
