I think if i could tinker your question, i would reword it to "to what degree are social skills naural and what degree are they learned"
it is hard to wrangle with the all-or-nothing / black and white phrasing you prestened but still a cool question,
To break it down into the 2 listed ideas:
Natural
It feels like we are not on a level playing field. Things that impact social sklls include
* level of attractivness
* level of skill of articulation ability
* past life experiences which may impact positive or negative
* where we grew up not just rural or urban but culture we grew up in. Are people social in that culture.
* deviations from societies norm including race, religon sexual identitty (think DEI)
Propesity to be introverted, extroverted or an ambivert
Learned:
1) Anything that has technqiues is learnable. For instance learning to start verbal interactions with an open-ended question can within a short time frame help you be more social
2) learning to use body language to augment verbal speech helps people become more social. Using ones hands facial expressions and body language are things one can learn
3) Strategic use of intonation is something that is learned. When to raise and lower ones voice and when to use infection of tone up and down
4) Level of motivation to accrue learned techniques can and will impact ones abilty to be more social when contrasted to their past and in what time frame
5) Situational awareness. Not the term used in self-defense writings but more reading others body language and responding to it. Also not just seeing if they are recieving the interaction positively but how close or far to stand, when to lean in lean to the side or not lean at all?
6) How much energy to use in communicating when and why. How messages are recieved can e influenced by this and can be a tool to become more social that is learnable.
It is a great question but the answer isn't black-and-white and nuiances of degrees are the "devil in the details"

Some people are more social than others but you learn from experience

I depend on God to talk through me since this world is filled with different social people. I always denied myself since I'm in this pathetic flesh.

I am more introverted and whatever social skills I may have I had to work on, partly because I was born on a farm, shy and liked to do chores a lot. Didn’t get out that much as a teen either. I am not comfortable with large groups of people, and in part due to being tone-deaf and when so many people chatter at once especially at parties with music, i can’t understand 90% of what they are saying. It can get awkward when that happens.

It's a skill you have to practice and work on

Internalization is the key.
Some people take to it more readily, some people have to put in far more effort.

I definitely have to work at it, for others it just flows naturally.

People with autism don't get it naturally. Give or take.

I think they come more naturally to some than to others.
