It's an excellent and sadly very relevant question, given where we all are economically.
I suppose the two biggest things you'd need (other than money to at least start you off) are good legal representation and support for what you're trying to do.
Maybe from charities who have good media connections.
There's always a heavy N.I.M.B.Y (not in my backyard) opposition to ideas like this.
Some local, many social media trolls and of course, any politico after a vote voicing their opposition and 'outrage' that this idea should even be 'thrown' at 'poor, home owning; hard-working, constituents...

Our adopted daughter lived in a childrens home in a wealthy suburb of Bristol. The home has operated there for over 30 years (longer than most of the current residents have lived there) and has rarely been associated with anti-social behaviour. Yet whenever they want to do something nice for the children like a BBQ or summer fete, a plurality of residents seem to feel obliged to find something to moan about.

I like the way you think.. I was considering my own large home might be a good emergency housing situation for a family with kids. To get off the street or excape abuse. I made a couple of initial enquiries through charities and found out the hoops and hurdles who make it completely impractical and cost me tens of thousands to set up, before we get to all the security checks..😷

i am trying that now.. kansas . i bought a old building and 5 lots . it was a old church that was converted into apt.. this is not easy . so got fruit trees and working on rebuilding the plumbing .. now the hard part is the roof is falling in.. its a bit much for a old man. so if ya going to do it .. dont wait and get started now..that is not my place just a example of whats out here..

I'm definitely onboard. You will need enough land to achieve a certain level of self-sufficiency, assuming that at least some of the residents will have difficult assimilating with mainstream society.
I dream daily about buying a huge house to look after 10-12 children with no homes of their own.

I'm all in!! What a wonderful idea!!
We could plant a garden and can/freeze our food, we'd set up by a river in the woods, we'd chop wood for winter heat....

Unfortunately a lot of homeless folks are mentally ill, so you would need people with some training, or at least lots of patience and courage, to be constantly available for support.

@Penny Trump does not like tents. He ordered police in Washington to destroy peoples homes because they looked untidy.
