It's an excellent and sadly very relevant question, given where we all are economically.
I suppose the two biggest things you'd need (other than money to at least start you off) are good legal representation and support for what you're trying to do.
Maybe from charities who have good media connections.
There's always a heavy N.I.M.B.Y (not in my backyard) opposition to ideas like this.
Some local, many social media trolls and of course, any politico after a vote voicing their opposition and 'outrage' that this idea should even be 'thrown' at 'poor, home owning; hard-working, constituents...

Our adopted daughter lived in a childrens home in a wealthy suburb of Bristol. The home has operated there for over 30 years (longer than most of the current residents have lived there) and has rarely been associated with anti-social behaviour. Yet whenever they want to do something nice for the children like a BBQ or summer fete, a plurality of residents seem to feel obliged to find something to moan about.
