@ididntknow Thank you. It's not exactly as it seems though. The law is not new, it is from 2014.
From Deutsche Welle:
[quote]German customs confiscates imported Russian cars
The Russian embassy in Berlin said German customs have confiscated several vehicles with Russian registration plates when they were being imported to Germany.
The embassy said Russians were therefore strongly advised against importing cars to Germany. German customs confirmed that the import of cars bought in Russia was prohibited.
According to the Russian embassy, German customs followed a European Union regulation from 2014, which restricts the export of certain goods and technologies — including passenger cars — from Russia.

I'd be surprised if those Russians are tourists rather than refugees.
I suspect that when the regulation was drafted that no thought was given to its impact on ordinary members of the public because it was probably intended to affect the Russian state and large corporations.
But anyway I do have sympathy for at least some of those people, those for whom the car is a significant fraction of their personal belongings. In my opinion such sanctions should not be applied to private individuals acting in a private capacity.
