I'd be surprised if those Russians are tourists rather than refugees.

I suspect that when the regulation was drafted that no thought was given to its impact on ordinary members of the public because it was probably intended to affect the Russian state and large corporations.

But anyway I do have sympathy for at least some of those people, those for whom the car is a significant fraction of their personal belongings. In my opinion such sanctions should not be applied to private individuals acting in a private capacity.
