Literally every Russian fighter bomber that has been flying sorties over Ukraine and launching cruise missiles from the Black Sea, Belarus, and Mother Russia are capable of carrying and launching nukes. The fact that a few Bears were nearby signifies nothing.

@bowman81 I agree. The bombers might be a decoy. I am concerned by the submarines capable of carrying nuclear missiles.

@bowman81 See the update. The bombers were an implied threat only, while Putin annexed the four provinces along the eastern edge of Ukraine.
