Kind of curious where did the legend of mermaid's come from

The conventional wisdom is that sailors, desperate upon approaching land after a long time at sea, would glimpse manatees and dugongs and think they saw a creature whose upper body was that of a woman.

I emphasize the word "desperate".

In mythology, creatures of different combinations of animals are very common. An example is the constellation Capricornus. Half goat, half fish.
