Surely a will is just a statement of the disposition of your property signed by you and witnessed. How does it cost money?
In the UK there are law firms that will provide a template for nothing but you don't even need that. You can then deposit the signed and witnessed document with the HM Courts and Tribunals Service for a one off payment of 20 GBP or just slip it under the mattress. Norway has essentially the same rules but it costs more to register the will, 994 NOK, about 80 GBP.

@LordShadowfire Even if you buy a will kit in the UK it will still only set you back 10 GBP. After all it's just a few sheets of paper printed with spaces to be filled in and an instruction leaflet.
