Excess deaths are also the consequence of withdrawing/reducing overseas aid, which is currently being done by the USA and other wealthy countries on an alarming scale, apparently with the support of electorates.

The EU was not actually formed until 1993 (other European bodies performed a similar function before then). It currently represents 27 sovereign states, so any decision taken by the EU is not "unilateral" in the same sense as the USA.
