It's right at the front of the engine, so it isn't hard to get to, but I'd want at least someone who has worked on cars more than once or twice. A fairly experienced novice could do it, but a beginner I wouldn't trust.

If it’s anything like the EGR on my Prius, an intermediate mechanic can do it, but a novice should bring it to a shop. It’s buried a fair ways under the intake manifold.
