I would definitely contact the manager and file a complaint. Just tell them that you and Joel have medical issues and you were trying to treat him the best way that you knew. I don't know if those places are listed on Yelp or Google review. But leaving a review for that place goes a long way.

Call the restaurant, and get the address of the restaurant where the waiter was so horribly rude, and ask for the name of the manager. Do not tell the person at the other end of the phone why you need that information.
THEN you can write the manager a letter, and you can actually TELL him that Joel has arthritis in his hand, and that you were trying to help him when that horrible waiter misconstrued your actions. Tell the manager you were so offended you had to leave...and that HE lost business because the waiter is so deeply biased.
I think that should do the trick.

Filing a complaint, or even, filing criminal charges, may get them to stop.
(you'd have every right to do both in this case-this is harassment and that is a Misdemeanor 2 minimum)
