No, just the assumption that given the vast number of planets likely to exist in a single major galaxy, there is a very good chance that some form of life will exist on some of them.

Not yet. But that doesn't mean there is no life on other planets, possibly in neighbouring galaxies. As to why we haven't discovered them, well there's the whole Fermi Paradox about it.
