Well it's the thief's fault in the vast majority, but like a car accident situation you do deserve a higher proportion of the fault of the accident than you would have if you parked your car correctly.

it's not my fault if someone is a thief.

In Japan after the tsunami that destroyed Fukushima, residents went back to salvage what they could amid the destruction..
When an international reporter toured the area he noticed a few things..
First of all, almost every home was reduced to rubble.. next he noticed something that seemed strange to him..
Along the sidewalk there were little piles of valuables, jewelry, silver coins and even gold trinkets.. when he asked his interpreter about it he was told that locals placed these items on the street because they didn't belong to them and were washed onto their property.. they were put out onto the sidewalk so they could be claimed by their owners.. theft wasn't an issue because the people considered it rude...

It should be that way everywhere.. i shouldn't have to worry about my valuables being taken by strangers just because I took my eyes off of them..

The thief is at fault both legally and morally.
The person who left the purse unattended is an idiot.
Being an idiot is not a legal or moral failing. And to say "she was asking for it" is only true in the sense that "what happened was a logical consequence of foolish behavior" but not true in the sense "she consented to it."

I won't steal something just because I can.
Carelessness is not a crime and stealing is.
The responsable thing to do would be try to find owner or turn it in somewhere.
