The thief is at fault both legally and morally.
The person who left the purse unattended is an idiot.
Being an idiot is not a legal or moral failing. And to say "she was asking for it" is only true in the sense that "what happened was a logical consequence of foolish behavior" but not true in the sense "she consented to it."
