As long as the person is living it is never too late....but...the more time that passes, the less effective the apology may be. Depending on the offense and the impact it has, an apology may immediately be rendered useless.

No. And I say that after reading the comments. After someone has passed, you can still feel sorry and apologize to that person.

2 If my ex apologised to me It would be too late I have moved on. I wouldn't want to listen.
