Depends on when you plan to travel. Lonely Planet publishes a book called Where to go When. For each month it gives a selection of destinations that are preferable that month due to weather, lack of crowds, etc. You can then select urban, seaside, mountains, whatever.

That said, one of our best vacations was renting a camper in Iceland in Sept. for 10 days. We drove the whole circuit around the island, doing moderate hikes and visiting hot springs almost every evening. The south coast is the best part so save it for last. Also, if they tell you the weather is too harsh to travel, they mean it. Like winds strong enough to throw gravel that will break your car windows.

General consensus seems to be if you're not American, steer clear of the U.S as many report problems at airports from ICE.

If you're in Europe make sure your visa requirements are up-to-date as several places have updated them recently.
