what should you do if you think this is happening

is this me being paranoid?

before i was looking out my bedroom window and in the distance on an apartment balcony i saw what looked like a young thug and i thought he was staring at me from the distance...his girlfriend was on the balcony with him or it might of been his young mother......and i felt a little threatened and intimidated, although i wasn't sure if this thug could see me or not from behind my bedroom window in the distance.........it brought back bad memories of long ago when i lived in rough neighbourhoods and i was harassed by thugs who lived there..

anyhow how should you respond to a situation like this? or is it me being paranoid and misinterpreting the situation?

Yes, it's you being paranoid. There IS no situation. From a distance, he could be looking at the clouds, or almost anything else.
