How hard is it to start your own Lotto?

I would only charge $2 to $5 a ticket and just like Bingo I would keep drawing numbers until there is a winner and the Grand prize would be 2 full tanks of Petrol. 2nd place would be $250 voucher for the weekly grocery shopping. 3rd place 3 hours of house cleaning by professional cleaners.
