As far as how the behavior is formed is concerned, I think it's self-image and analysis of one's own behavior that's key.
If I see myself as victimized and helpless, I can pretty much expect to remain victimized and helpless. If I see myself as complicit in my troubles, then I can see that if I did something that helped make me a victim, I can see ways to get out of it and not do it again.

I think this behavior depends on the different situation from each individual. It can be both predetermined and formed over time. In common, fear usually predetermined and strength usually formed over time. Fear could be formed over time, too. But fear always comes first, strength comes later, because fear is the source of strength.
