If I were him I would pay what I owe and refuse to pay anything else. I would add up all the payments and work out if I had paid off the debt by now.
Obviously your dad wants to do the 'right' thing, but at what cost to him and all of you? Unless there is legal documentation that your dad signed whereby your dad could be sued for non-payment what is the relative gonna do? Send the goon squad? Screw that.
Then I would cut off contact completely. To me they would cease to be family.

You should apply for your own student loans, 60 percent APR is nothing less than debt slavery..
you should tell your father not to borrow anymore money from this person.. get a part time job and help pay it back..

@SW-User I would, but there is no student loan in the Philippines. :( something 1st world countries have an advantage of. I would if only I could. But part time jobs here are like full time jobs. :( but I am doing everything to finish uni asap. :( thank you so much for awhile back, and for this. At least I have an idea now of what I should do. I was shaking in frustration when I found that out and how they talk to my father :'( but now I'll be calm and take action. Thank you so much.

Your father must care about you very much to go to such lengths for your education..
