A person falls down ...

In a town of 500 a person stops to help
In a town of 1500 a person stops to ask if you need help
In a town of 15000 a person stops and looks around before asking if they need help
In a town over 150000 the chance of a person stopping is 40%
So why stop to help?

It only makes sense if the person is incapacitated in some way. People stopping to help me up just make things awkward, because now I have to deal with their balance and pull, which is just more trouble than getting up on my own anyway.
