Why Does This Happen?

When you maybe reach out to take something from somebody you ever feel what I can only describe as an electric shock? If so why does that happen?

Sure. It used to happen a lot more often when cars had vinyl seat covers. Slide across those on a cold day and you could really shock somebody.
