I'd bleach it first. But then I don't want to say and have it mess up. Lol I guess it depends on how blue you really want it. Bleaching it will make the blue a lot clearer. But putting over top your natural hair color should give it a dark blue tint.

You can bleach it if you want BUT if you're worried about the bleaching, there's a brand of dye called Splat that makes like dark blues and dark reds designed to not need to bleach hair before hand. Just look for no-dye kits.

It is really hard on your hair to "bleach" it but it will make the blue more vibrant. You may want to also wait a week after, if you color too soon it can wash out pretty quickly.
