Yes, that happens quite often where I have to remove the USB stick from one port to plug it into another.
This is mainly due to a wrong configuration of your hardware, an outdated driver or more frequently, if you have a hub with several USB ports.
It never happened to me on a more modern USB-C port but rather on an older USB-A port.

If they're clean, yeah, they usually consistently work.
If they get dirty (in the port), or if there is a wire somewhere starting to break (usually in the item your plugging in, not in the port itself) then I've had consistency issues.
Sometimes I've had to unplug and replug, or restart something for it to work correctly.

Depends on where its made.. we had some cheap ones that wouldn't work

Maybe you have two different kinds of ports? If you look closely inside the ports, do you see a blue, white, red, orange, or yellow color in some of them, not all of them?

@Matt85 Right so you might find that some things need the blue ports, and other things need the black ports. Here's a list of what the different colors mean:
White = 1.x
Black = 2.0
Blue = 3.0
Red = 3.1 & 3.2
Yellow = 2.0 & 3.0
Orange = 3.0
If it happens between the same colors, perhaps some of the ports are a bit broken? Physically I mean.

@Matt85 I hope not. It could definitely be something else causing the problem, but I'm afraid it's beyond my knowledge to help you troubleshoot. You might call a tech guy, or ask on r/TechSupport (they will likely ask you to provide them with a bunch of information if you do).
