Damn I feel you. Our neighbors are extremely uncooperative. They have a stereo system. And the room in which they've placed it abuts our bedroom where one of my siblings used to study. And we had exams. The horrible music would just not stop. So my mother got angry and banged and banged on their front door. When they got out alarmed, she told them it's what their music sounds like so why they so confused and shocked. She told them that her kids have exams so they need to keep it down. They proceeded to hurl insults at my mother. So my mother brought up their whorey past. They did not like the sudden attack so they tried to beat my mother up. But my mother got inside in just enough time. They banged on our door for a good few minutes. My mom shouted from inside that the more they bang the louder shell remind the whole hood of all the dicks their coochies have taken. That stopped the banging. They didn't play their music in obnoxiously loud volumes for the rest of the week.

Go talk with him first. Some loud peope and really loud people have no clue about others and time and limits. If that doesn't work, call the police. There are laws about noise after certain hours. Make record of the times, dates, etc. If you have a landlord notify him. Once I lived next to a female like thst. She never worked. Welfare, I think. I called the police. I called the landlord at 3 am when she was noisy. Each time. Eventually she left. A lot of mess behind too. A quieter man then moved in. You have to do it legally.
