Well...I know that if you've been sprayed in the face with pepper spray, MILK poured onto the eyes neutralizes it. I know that alkalines neutralize the acidity in lemons...so the milk might also qualify as a good choice there.

But honestly I can't find any information on neutralizing eucalyptus oil in the eye safely.
